He's too smart to come out and say he's got money to spend, the knock on effect of that is two-fold;
a) you're telling other clubs you're not short of a bob or two, driving asking prices up
b) set unrealistic expectations with fans
If he's got the money, i'd rather he goes about spending it quietly, and investing it in infrastructure and facilities which can go a longer way than a few 'maybe' players.
