Only Bournemouth have averaged under 20k this season. And Manchester City for one were in the third division not that long ago.
Having said that, there are clearly clubs in the championship that would pull in a lot more fans if they went up (Leeds, QPR Blackburn...)

Gareth, both small clubs regarding crowds, Blackburn in the 80's would bring 50 fans max to Cardiff City.
