When transfer window shuts ?

When the transfer window shuts for loans and signings on 31st of August can clubs take on players who are unattached to any clubs
If not would those players have Thier rights to work with held

Premiership clubs have been able to sign free agents in the past, so I don't see why FL clubs ca'nt.

I'm just thinking that there could be a lot of players clubs want to move on but can't ,so pay them up right on transfer deadline day ,rather than keep them ,with no time for them to get fixed up with another club
