As a competitive league, yes, but as a club - no. Celtic are still a huge club, regardless of their lack of competitiveness in Europe recently, so I think he could add a lot to his CV if he gets them doing well in the CL again. They don't have any financial muscle these days though, although that might be a good thing given a few of Rodger's signings at Liverpool.
