Paul Lambert joined Rovers on the 15th November last year following the sacking of Gary Bowyer due to the club struggling for form in the league.
Rovers’ Indian owners Venky’s saw Lambert as the ideal man to guide Rovers back to the Premier League.
The Scotsman feels that the club is being held back by the owners due to their large debt and letting go their star player Jordan Rhodes to Middlesbrough for £9 million in the January Window.
Lambert has submitted detailed plans for the short and long-term future to the club’s India-based owners for consideration and he could leave, if they are not mutual.
Rovers were an established Premier League side before they were relegated in 2012 and have struggled to make the return to the top-flight.
Paul Lambert’s side faces a tricky trip to play-off chasers Sheffield Wednesday tonight.

The Daily Mail understands that Paul Lambert will consider his future as Blackburn Rovers manager once the season is over. It is believed that the Scot is unimpressed with the lack of input of guidance from the owners.
The Ewood Park club, who are owned by Venky’s, appointed Lambert to the role in November 2015 and has helped guide Rovers away from the Championship relegation zone.
The 46-year-old takes charge of his 27th game in the Blackburn dugout when taking on play-off challengers Sheffield Wednesday on Tuesday night. Since taking charge, he has overseen ten victories so far.
However the Glaswegian is said to be concerned that the Venky’s are not communicating with him in the right manner. Club director Alan Myers recently stepped down from his position, leaving most administrative tasks in the hands of the Indian-based Rao family.
Lambert, who has also managed clubs such as Aston Villa and Norwich City during his managerial career, said following the weekend defeat to local rivals Preston that he was awaiting feedback from the owners on his proposal to overhaul the squad this summer,
“Hopefully it will come pretty soon and then everyone will know what is going to happen. There has to be leadership and talking about how to reduce the debt.
“We need to know exactly what way the club wants to go. Does it want to stay still? Or does it want to move forward?
“Everybody among the staff and the players alike want it to move forward and hopefully that will be the case. I’m pretty sure it will become clear in the next little bit.”
Rovers will surely be keen to keep Lambert at the club, especially considering his success rate at this level. However it remains to be seen if the owners can meet his ambitions, meaning it is set to be an interesting summer at Ewood Park, one way or another.
