EU reform is "not achievable" and the government has not delivered on its promises of change, London mayor Boris Johnson has said.
David Cameron has said he has secured a commitment to exempt the UK from "ever closer union".
But Mr Johnson told the BBC's Andrew Marr the EU wanted a "superstate into which we would inevitably be dragged".
Instead, he said the UK had a "once in a lifetime opportunity" to make its own relationships with other nations.
Speaking on the Andrew Marr Show, Mr Johnson said the outcome of Mr Cameron's negotiations on EU reform led to his decision to support a vote to leave the EU in June's referendum.
"We were told were going to get wholesale changes," he said.
"Anybody looking at the agreement that we have before us now would be in no doubt that this is not fundamental reform.
"The next item on the agenda is the further evolution of what was a common market into this superstate into which we would inevitably be dragged."
In February the government announced it had reached a deal to set out the UK's relationship with the EU. The prime minister had wanted an opt-out of the EU's founding ambition to forge an "ever closer union".
The final deal said the UK "is not committed to further political integration into the European Union" and that this would be incorporated into EU treaties.
The prime minister said in February: "Let me put this as simply as I can: Britain will never be part of a European superstate."

It's all spin and isn't worth the paper it's written on. We stay in and it'll be rejected out of hand by the European parliament and they'll laugh in our faces.
Staying in gives the EU total control over the UK. Germany will force us to take 10% of Muslim refugee rapists, They will control everything and our soldiers who died fighting Nazi Germany will be in vain as Germany control Europe and need us mugs to stay in and complete their project.
We'll be forced to join the Euro and our new aircraft carries paid for by us tax payers will be used by the European army as we'll be in it.
We'll belong to the German super state run by Germany and we'll have no say just like our laws are made in Germany.
We can't even deport people back to Italy as Italy is now deemed an unfit country even though they're in the EU.
Safe in the EU?, I bet the relatives of the mascara in France would differ on that as free movement allows Muslim ISIS terrorists to wander around unchecked whereas we've got the English f*cking channel and can impose proper checks by leaving.
