Did Cardiff really want Watt?

Having just read that Tans Belgium club have just bought Zahore and then immediately loaned him to Cardiff makes me question what's going on. Why couldn't they do that with Watt? Or am I missing something here?

I heard yesterday he has a niggling injury not stopping him playing but could be a problem

I really believe that if they wanted him they would have found a way.
