I reckon Tan is reluctant to sanction the deal.
Watt has unfortunately come to a club in a major crisis and mess from top to bottom.

I would accept Watt not signing if it meant Slade was leaving and I'm a big fan of Watt.

Slade said he hadn't done a medical yet. It's on our part. So it's either a management change or Tan doesn't want to hand over any money

We are working on that. It’s in the hands of Chief Executive and chairman. There may be news later. They are dealing with it and we’ll see what happens hopefully by end of today. There are a few hopes to go through to come here permanently. He needs a medical. He’s made a difference particularly in early games. He did exceptionally well for some one who’s not played so much at Charlton. He was positive. He needs to go again now. That’s the same for all of the players. We need a deep breath and to push on and increase performance levels. You’re talking inches.
Don't think it's Slade leaving IMO reading along these lines.
