Real Madrid and Atletico Madrid have been banned from registering players for the next two transfer windows.

A FIFA statement said: "The two clubs were found to have violated several provisions concerning the international transfer and first registration of minor players as well as other relevant provisions with regard to the registration and participation of certain players in competitions."
Barcelona handed a 14-month ban in April 2014 for a similar offence, which ended in January of this year.

Not the current window though Annis , so they are still free to strengthen their squads at the moment , just not in the Summer.

Their offences , like Barcelona`s were , are largely to do with making illegal approaches to junior (under 18) players to entice them to the club. Chelsea were accused of similar actions last year and I suspect a number of other big clubs "bend the rules" in a similar way
