The 29-year-old striker marked his return to the club for a second spell with a fine second-half header to settle an otherwise poor contest.
Just 4,782 - the second-lowest ever crowd at the Cardiff City Stadium - watched Russell Slade's side produce a toothless display against a club 35 places below them in the Football League.
Mangan had been forced to leave Shrewsbury last summer despite helping them to promotion because the club could not afford to keep him but having returned from Tranmere Rovers last Thursday, he was straight back into the goals.
"It feels amazing, I couldn't have dreamed it would have gone so well," said Mangan.
Shrewsbury had gone into the game off the back of a 7-1 defeat at Chesterfield in the league but four new signings, including Mangan, delivered a timely boost for the club.
Manager Mickey Mellon said: "We owed a lot of people after the performance last week and it would have been very easy to feel sorry for ourselves.
"Hopefully this performance goes some way to making up for it."
Mangan had almost got on the scoresheet inside a minute when he got on the end of Ian Black's ball but Bruno Manga did well to snuff out the danger.
On-loan Newcastle forward Sammy Ameobi hit the post for the home side but they were guilty of wasting several chances in the first half.
Mangan made them pay just after the hour mark with a fine header from Scott Vernon's cross.
Cardiff defender Manga then missed a big chance to earn a replay when he headed wide in injury time.
Bluebirds boss Russell Slade said: "There was enough ammunition on the field to get a result so it's very disappointing."

Its upsetting Annis & the worrying thing about it all is after these kind of results & performances fans won't be returning anytime soon

Hi Annis,
I wasn't be derogatory and think anyone supporting the club at the moment need a Medel.
As I have said before and again I don't wish it, it will get worse and cannot see where it will end. Just lucky that the Division is so poor
