Victory Shield is based on location rather than nationality.

Can't find a video of him anywhere but here's a blurb, albeit from WOL:
Rabbi Matondo
Position: Striker
From: Liverpool
Age group: under-14
Chelsea have watched Rabbi and are among clubs tracking his progress. Direct striker who has pace and, crucially, is a natural when it comes to finishing.
From Merseyside, he has represented England at under-15 level but moved to South Wales because where he attends St Illtyd’s High School.
Also eligible for Wales and was in the recent Welsh Victory Shield squad. There is no need for Rabbi to commit to either country yet as he develops through Cardiff’s youth system.
Lets see if he's still here in a few years

Need to do everything we can to keep hold of players like this and bring them through into the first team

We don't f*cking play them either way when they come through look at the wasted talent we got now, yet we are supposed to be cost cutting so use the players get them some experience. f**k buying new players.

He'll be gone for peanuts very soon

He's played for Wales u17 in the last qualifying games back in October/November.
Given that he was born in Liverpool he must have qualified to player for Wales under the Home Nations agreement if 5 years of compulsory schooling before the ages of 18. (Unless anyone knows if there is a parent of grandparent link?).
Think he might have a brother in Newport County's youth team

Thought he got injured playing for Cardiff U18s up at Barnsley and is out for the rest of the season.
Rumour was Man City were going to pay £800k for him before he got injured.
