Oh there's not doubt in my mind who created them. President Assad summed it up for me when he said "ISIS are not from Syria, they were formed in Iraq under American supervision".

I don't think the Americans or Israelis created them per se but they certainly armed them heavily during the early years of the Syrian Civil war. They then watched them grow and grow as it was suiting their needs at the time to remove Assad. However I believe it's gone completely out of control now and not even the Americans can't handle it. They need to slay the monster they created, any excuse to invade the Middle East and the cycle will begin again..
