The ringleader faces jail but others will get suspended prison terms, said Michael Stokes QC.
The case related to incidents which took place just over two years ago, after Forest beat Derby County 1-0 at the City Ground.
He said: “Only because of the delay, custodial sentences will be suspended. Their real punishment will be in relation to football banning orders.”
But he said one man identified as a “ringleader” might be locked up immediately, a sentence which could also be imposed on any others who had already committed similar criminal offences.
Sarah Knight, prosecuting, told Nottingham Crown Court that 19 people faced charges and a six-week trial had been expected. But most of them pleaded guilty and two were cleared.
Violence was organised by mobile phone calls and texts after the match. A convoy of four taxis headed for the village of Trowell, near Ilkeston.
She said esidents were “frightened and intimidated” by men seen running through the streets. Offenders wore scarves over their faces, others had hoods up while at least one covered his head and face with a balaclava.
She said the ringleader was only involved in the conspiracy after the match, while mobile phone calls indicated others were arranging it in the run-up to the game. He was spotted outside the Royal Children pub in Nottingham city centre, where Forest supporters met before heading for Trowell.
Forest fans only turned and ran when they realised they were “massively outnumbered” by supporters of the Rams, added Miss Knight.
