But it says on UEFA's website that you had to apply on at stage 1, which ended in june. Or am I missing something?

you could apply for general tickets. But the FA allocation per country, which gets sorted out by UEFA (and i believe is around 18%) wont go on sale untill December i think

It really doesn't matter with the tickets I wouldn't worry

Apparently the smallest ground and the min tickets we will get for a game is around 9000 tickets

Therefore if you had a season ticket this campaign and membership the last 2 or been away a few times in the last 5 years you'll have no problem at all

So if you follow wales home or away you'll get tickets
