Assumed hardware meant the facilities and software the people. But Cardiff produced some great players before they had the facilities (hardware) they have today, so maybe the hadware is not so important?

I agree. A totally bizarre analogy.

Where I think he gets it wildly wrong is that his expert eye can analyse the whole situation just by visiting a couple of times. Not a scooby about infrastructure, ethos or progress. I don't see how he say with any authority what is happening in Cardiff, let alone up the road!

I just took it with a pinch of salt to be honest. He should just concentrate on praising his own club and the people who dedicate themselves to its development. Reminds me a big of that stupid statement OGS made, not about staying in the PL, but being above the jaxx. Stick to home objectives.
