Just saw this.. What a shame as I liked KIm Bo and wish we kept him
ROVERS UNABLE TO SECURE KIM PERMIT
Blackburn Rovers have been unsuccessful in their appeal for a work permit for former Cardiff City midfielder Kim Bo-Kyung.
The club had hoped to sign the 25-year-old Korean international, but at a hearing today their application for a permit was turned down.

I know he would love to come back to Cardiff. Spoke to him a few months ago when Photographing Wigan-v-Derby. He pretty much said as much.

Paul it's because the Welsh FA have no such ruling as the English Fa has, and the only thing that we come under the English FA for, is disciplinary hearings, and we still have one Welsh FA member to sit on the panel

Well that could be good news. By coincidence I actually live in Wigan now. Didnt realise the ruling applied like that.
Like I said I know he would love to come back - Wonder whether he will?

Surely its the Home Office who decide who gets a work permit and not the FA?
