You are creating a shortage of job opportunities. People who normally would have gone for that job now cant because you are now doing the recruiting and taking a good % of what would have been their wage.
So the same amount of jobs are there as before, yet now those jobs are now far less rewarding as a result as you have decided to step in as a middle man that is not needed.
It is a parasitic business plan praying on the poor and vulnerable.

It isnt, learn to read. It is creating a shortage of job OPPORTUNITIES.
If there are 100 labourer jobs available paying £9 per hour, the vast majority of labourers woukd see that as a good opportunity and go for it. Now you have come along and essentially said to those companies "I will find you those 100 people, pay them £6.50 an hour and I will take the £2.50 an hour extra you would have paid them, for finding them".
Now those labourers find themselves either having to work further afield driving local unemployment higher as people are forced into other towns not yet taken over by scummy recruitment agencies while praying on the people that actually now have no choice but to take these jobs ensuring they stay under the near slave labour unescapable umbrella.
Now they are facts.

You are missing the point, that same job he is putting up, is paying £6.50 BECAUSE he is putting it up. It is creating a whole extra sub class of work get driven into the minimum wage bracket.

Is clearly what you have told yourself to ease your conscience.
What you are forgetting in that conscience easing explanation, is all those HR departments you are closing down/preventing from starting means you are taking away a load of HR positions in those companies. So you are taking away jobs, while driving the wage down of the jobs actually available while taking all the money that would have been paid to the working man for your own agency.
You cannot justify it, it is the scurge of working Britain currently.
