CCS is a modern, purpose-built stadium with conference facilities and has just been extended. Why the hell would CCFC move out? There are plenty of fans still attending and if the prospects improve, it will be more full each game. The purchase of the Athletics ground could just be a sound investment for staging sports or musical events of a more modest size. Makes sense to have Millenium Stadium, CCS and Athletics Stadium to cater for a range of activities.

No as the land can only be used for Sport activities it's to stop things like property developers buying clubs and then getting rid of stadiums for housing etc (much like Sam Hamman did at Wimbledon)
