Conolly goes out on loan

Matthew Cnolly has joined top of the table Watford on loan for the rest of the season. I can see what people mean when they say that it's a good business decision because we aren't going up or down this year and it' another one of the wage bill, but to me it shows a lack of ambition.
We are Cardiff City, one of the biggest clubs in the league, and we are handing out freebies to clubs that are going up? What's going on! And how can he be good enough for Watford but be deemed unneeded by us! I need a few minutes to get my head round this desicion, seems bizarre to me.
