I know a few people who have bought tickets but are not going just for priority for the Bosnia and Cyprus away games
Wonder how many others have done that to Cyprus will be very hard to get a ticket for most people

The FAW will be checking that the person who purchased israel tickets are the person/s entering the ground. The FAW will be monitoring this closely as they know that a lot are going to Cyprus and Bosnia.
If we only get 600 to 800 tickets for Bosnia then a lot of fans could still lose out as they will be adding up the loyalty points from last two campaigns.

Spot on...and buying an Israel ticket will not give you priority for future games just two additional bonus points

They are buying and not going completely to get points
Not selling onto others just tactical to get points up and gives faw money
Not a crime buying a ticket and not going e.g 10 thousand cardiff fans every week

Received this from the FAW this morning.
The stadium in Haifa has the same ticket security system as we do for our home games at Cardiff City Stadium. This will allow us to see what tickets have been used to enter the ground, so if fans buy tickets and don't go to the game then it will not be considered when we issue tickets through the loyalty scheme in the future. There is also measures in place to stop fans scanning more than one ticket when they enter the ground so, for example, they couldn't scan a ticket on behalf of a friend who is not attending the game.
Anyone buying tickets just for the loyalty points, and then not bothering to go to the game, will be wasting their money.
