That's the premise of many stereotypical prejudices.
The instigator doesn't recognise the inherent differences between cultures and generalises thereby giving their statement a racial undertone.
In their eyes it probably wasn't meant to sound that way but it's the people reading the joke that make the judgement.

Took me a while to work it out.
Some interesting comments here though which I intend to agree with. For me this racist claim is just plain nothing and I would say the majority would agree with me. However this is a typical situation where the majority are irrelevent. It is a very small minority that are making an issue with this. I just find the whole event pathetic.
