Well they have camera's on them so you wouldn't necessarily need to see it to control it. Depending on the antennas you could probably control it from outside the stadium too.

I am not on about some plastic toy from poundland. Anything of any size to carry a flag you would need something substantial hence a licence check it out

If you think that will carry a flag that anyone can see, I guess you haven't tried flying them. You measure the weight that these things are capable of carrying in grams, anything more than a few ounces make them virtually impossible to fly.
