Im not too sure. The Cold War was an entirely different scenario, where nuclear attack was always surreptiously implied, and the ethos of MAD prevailed. Nowadays, conventional weapons can be just as devastating without the need for all the nuclear threat. As there have been numerous times in the past where statements have been made implying population reduction, it doesnt surprise me that conflicts are engineered in sensitive areas and fuelled by the powers that be in order to spread to a wider conflagration.

I think all the major countries know it would be no benefit to themselves to go into war that break out in their own country.
As it has been in the past 20 years I can remember, the world is at war, just in other peoples territories rather than our own.
