I have heard Arsenal put in 2 different bids in for David Marshal, City turned both down, as did Marshal as he does not want to be NO 2.
Tan has honestly put a £15 mill price tag on his head.

New Southampton boss Ronald Koeman is hoping to land Cardiff City's David Marshall in an £8 million deal ahead of Celtic.

The Cardiff goalkeeper put in some inspired performances last season and made the most saves in the Premier League, but it wasn't enough to keep his side in the top flight and The Bluebirds are now preparing for life in the Championship once again.
Marshall has been linked with a move to Spurs and Arsenal already this summer but The Saints are now hoping to step in and land the remarkable shot-stopper for just £8 million.
However, Cardiff are not planning to lose their goalkeeper and are demanding £15 million if they are to lose Marshall, with Ole Gunnar Solskjaer desperate to retain "the best goalkeeper in the Premier League" from last season.
“I am hoping to convince him to stick with us. It’s up to me really to sell the idea of what we are going to be trying to do here next season and beyond that.
“Sell my philosophy to him if you like. I know he likes it at the club and is settled in the area, so we are hopeful he will be with us next season," the Cardiff manager said.
Southampton have also been linked with a move for Celtic's Fraser Forster, who is another goalkeeper attracting interest from some top Premier League sides as Ronald Koeman is clearly searching for a new man to play between the sticks.
Artur Boruc played 29 times last season but is likely to be replaced as first-choice if Marshall joins The Saints.
Team Pos Apps Clean Sheet Saves / apps Saves per goal Accurate Goal Kicks / apps Total High Claim / apps Mins
David Marshall Cardiff GK 37 7 4.14 1.77 4.62 1.59 3,330
Artur Boruc Southampton GK 29 14 2.31 1.77 3.93 1.24 2,578
Marshall and Boruc made the same saves per goal in the Premier League last season, but the Cardiff shot-stopper made 143 saves - 81 more than Boruc's 62.
Cardiff have had a move for Southampton's Jose Fonte turned down, and there is a chance that a swap deal could see both clubs secure their targets.
Though The Saints could afford to pay the £15 million that Cardiff have valued Marshall at without losing Fonte, due to the amount of money received from outgoings with even more expected, but it is unclear whether the club will want to pay almost double the offered amount.
