i know someone on wellington street used to charge people to park in his front garden. could probably fit a little van in there but i dont know who it was sorry. corner of wellington street, right down the bottom by the crossroads

When you say the council are awkward, you have to realise that the legislation put in place for this kind of thing is there for a reason... to help protect the public.
You have to comply with trading standards and health & safety, you can't be complying if you haven't got a licence, no matter how you try to circumnavigate that issue.
Imagine that a restaurant/cafe owner was convicted of gross negligence regarding hygiene offences, and then opened up a fast food stall on private land but serving members of the public... would you be happy to buy from him?
Another thing you need to consider carefully is "visits" you'll get from other food vendors who take umbrage to you setting up stall when they have to pay high annual licencing fees while you pay nothing.
