Maybe they want him to run around and pull away or distract defenders to make gaps while they get someone to score

I think id prefer nugent to Campbell. He's a better finisher. You cannot fault Campbell, he works so hard and brings a lot to the team. However, he's very erratic infront of goal and is has poor composure.

A top championship striker but lower prem in my opinion.
