As a generalisation (just for you):
"Emergency service vehicles have Home Office dispensation to over-ride certain road traffic laws as and when the need arises, these are laid down and defined within each specific emergency service and are not generally available to the public.
There are also guidelines issued within the services as to which traffic laws must be obeyed such as not driving the wrong way along a dual carriageway"
With respect, you don't actually KNOW why they were parked there, but consider that it just may have been for emergency purposes (and I can think of several) rather than just trying to pee Adam Brown off!![]()
Not trying to defend them at all, but just pointing out that you may be wide of the mark in your eagerness to condemn

Due to my fine I had to hand in my licence so I was there for around 20 mins and it was still there
