No he wasent within his rights at all. The law states that you have a few seconds to stop play. He took over 8 seconds. So not such a great call as you are saying.

But you can, it is all on its individual merits. Its not like another play developed.
The rule is brought in to help the fouled player not the guilty player. If he didnt bring that back then it would have clearly been a great help to Cala and not the sinned against Wickham who was through on goal.
It took longer than usual because Cala's foul forced Wickham wide.
The ref was helping Cala out, if he had stuck it in the back of the net then Cala stays on the field.

It was the best bit of refereeing ive seen for a long time and he is now rightly getting the plaudits.

I have no idea, i didnt know they couldnt.
The "couple of seconds" is a vague term and not a stern rule, if it was then it would give an exact figure and not "a couple" or "a few" - discretion is key as every situation is different. Hence why this one was longer as he took longer to shoot.

You either give the penalty straight away or you don't. He had his chance and fluffed it, advantage over. It's like he said go on I'll give you the chance to score, if you don't it's alright you can have a second bite of the cherry and have a penatly.

FIFA RULES.. The decision to penalise the offence must be taken within the next few seconds.
