This lad on one wing, no one on the other could really give defenders a bit to think about if the deal comes off.

I don't know what the legislation is, but I would think clubs in the PL would have those angles covered before even enquiring about players. Maximiliano Amondarain is from uruguay (outside the EU) and we signed him with no problem.

Have a read of the Premier League regulations. They are absolutely clear on this point.
I presume with Amondarain he was one of Malky's signings for the future and perhaps the legislation for players under a certain age are different.
It's also possible that Scocco being signed by City is simply paper talk, or an agent trying to manipulate a transfer for his client.

Yep. Entirely possible. But then there are players like Claudio Yacob at West Brom (Argentine) and Do Prado at Saints (Brazilian) who certainly haven't played in 75% of their nation's games in the past 2 years, so i'm guessing there must be loopholes...

You're absolutely right when you say there are loopholes. In the August 2013 transfer window the only player who got a work permit without satisfying the 75% ruling was Willian now of Chelsea. The argument Chelsea used to get a work permit was that the Brazilian national team was so strong that he would be a regular starter for most other countries!
