Why is there no reserve football anymore?

I know we have development football, which seems to be occasional games rather than a set game each week, but is probably not sufficient as you are only allowed a limited number of older players(4) to be included in the team. It seems to me these days that if players are not included in the first team, then they will rarely kick a ball in anger! Look at the McNaughton scenario, he goes out and plays 13 games in a lower division and comes back in front of two players who have been on the bench, all because he has had some game time! I really think this needs addressing by the leagues and the old reserve league needs to come back.

its all about money i think mate im sure i read before it costa around 1 million a year to run and all the lower clubs couldnt afford it apparently not sure how much is true though
