Tan has applied for Diplomatic immunity and has applied and received police permission for his security to be armed. This means they can engage their fire arms if felt under threat. The South Wales plodders can't over rule that.

The guidelines for foreign politicians using their own people are quite strict, and not the same for all of them, this is generally limited to a small number of armed bodyguards, the remaining armed personnel are supplied by the British Services.

People such as Abramovich can not have armed protection in public unless it is supplied by one of the UK armed services. It may be the case that he can have armed guards within his mansion, but they will have no right, indeed they will be breaking the law if they carry arms in public places. This is irrespective of what they used to do for a living i.e, ex services or police.

We have extremely strict guidelines for the carrying of weapons in the UK, even those authorised to carry them must follow these rules.

The only people who can openly carry non concealed weapons are the Military and Armed Uniformed Police.
