Is that true? I would have thought builder were given a bad name for being bad builders, not for not knowing the CSCS laws.

Cscs is only applicable on certain types of projects/sites military junta is right !
That said it is allways good to produce one anyway .
There are different types of Certs for different types of work , for example rail use pts , cscs doesn't apply .
Working in say houses for a company doesn't normally require cscs

You are obviously looking at it from a customer point of view whereas I'm looking at it from a worker point of view because CSCS is all about health on safety FFS!!!
