is football related punishment the same in Italy/Russia/serb

with so many nutters all over Europe no one seems to care about the consequences.
is this due to bad policing/fear etc.
or do alot of European hooligans get punished/put away for the same sort of stuff we can over here. Abuse/fights/smoke bombs and obviously worse
