thats not strictly true Taylor did not insist on all seater stadiums but did insist on fan safety within the stand stating that fans should have there own individual area. A seat would provide this, as when you buy a seat you have your own personal area. The safe standing which we see in Germany would provide the same protections as its not terracing as we remember, you still have your own area to stand you just dont have a seat, in effect forcing you to stand up rather than giving you the option to stand.
The only issue I have with safe standing and its a small one, is children and their match enjoyment will they be able to see the match as I cant imagine you would be able to put your kid on your shoulders as you used to. This issue can be easily remedied though I worry nobody has considered it
