It's not to say they WON'T show you
Just their obligation not to if they so choose as it poses a security risk

If the Police suspect that a crime has been committed, they have the power to seize the footage!

If somebody drops/loses property (which includes money) and somebody picks it up and keeps it for themselves, then the offence is "Theft By Finding!"
As I said though, the Police have to suspect that a crime has been committed, before they have the power to seize the footage!

And if you keep the trolley, you won't have to pay 5p for a bag

Correct definition, but as it is security footage then you are entitled to have a copy that is burned off by the store, not see the actual cameras themselves - again because of the stores security risk. Obviously if you believe they have been economical with the truth and not burned off the whole thing, then thats where you get the police involved with a warrant. Although 9 times out of 10 if you walk into any store with a copper and ask to see the CCTV they will back down and allow it
