Im sure planning permission was granted with the actual planning and build in the first instance. Maybe thats why they're doing it now before it runs out. Might be a time limit on it and to do it now would save time on having to ask for planning permission again.
Not 100% sure on that but could be the case.

Usually planning permissions have a time limit to start the job. So as long as it is started the finish time can be irrelevant.
