Ticket office Cardiff v Everton

Tried ringing at 9am but it says the phone line won't open until 9.30 match days and 10am non match days. Do they go on sale at 9am in the stadium? On the post in the announcements part it says the lines should have been opened at 9? Can someone shed any light on this?
