The BBC claim Liverpool have rejected the £40m bid.

It seems Suarez doesn't have a buyout clause.

Arsenal risked the wrath of rivals Liverpool on Tuesday when they made an offer of just £1 over
£40million — which triggered a key clause in Luis Suarez’s contract.
The clause demands that Liverpool inform Suarez of any offer in excess of £40m and Arsenal’s bid will only complicate the talks scheduled for Wednesday in Melbourne between the unsettled striker and his Anfield employers.
Even though Liverpool are not forced to sell the striker for that price it cranked up the pressure on them to deal with a player who has made it plain he wants to quit the club.

He's a f*cking strange one is suarez, got to be the most hated player in the country,but what this bid shows is that managers of top sides couldn't care less about media hoopla, bad behaviour or controversial players, they really couldn't give a f**k, which is why wengers willing to pay top money for suarez and is why fergerson stood by cantana after he got done in court for kicking a palace fan (well done eric )

I remember seeing suarez score a hatrick against norwich on the tele last year and in the 93rd minuet
with liverpool 4-0 up suarez arguing like f**k with norwich players and the linesman because he thought he should have had a throw in, i thought what you doing you big toothed tw*t but that's the fight and attitude every manager wants from a player in his team, and which is why if wenger buys him arsenal fans will welcome him with open arms.
