The Bluebirds are interested in the young French full-back despite Sunderland hoping to close a deal for the Le Havre defender in the coming days
Benjamin Mendy also plays for France Under 19s
Cardiff City are keen on French left-back Benjamin Mendy and could yet challenge Sunderland for the teenager.
Mendy's club, Le Havre, have accepted an offer from the Black Cats, but personal terms have not yet been agreed.
A source close to the Bluebirds has confirmed Malky Mackay would love to add French youth international Mendy, 18, to his squad for the 2013-14 Barclay's Premier League season.
Mendy has also been linked with Arsenal, Lyon and Marseille this summer, but the player has previously indicated that the Stadium of Light will be his destination
Reports this week suggested Mendy was due to travel to the UK to meet Sunderland officials, but the Bluebirds are still hopeful they may have an outside chance of landing the talented star.
Le Havre president Jean-Pierre Louvel last week told Radio Monte Carlo: "We have reached agreement with Sunderland for the transfer of Mendy.
"It's now up to him to reach an agreement with them. We are okay."

Mackay has signed Danish international centre-forward Andreas Cornelius from FC Copenhagen for £8.5m, while Blackpool have accepted Cardiff's £8m offer for Tom Ince and contract talks are likely to start over the weekend.
City also need to increase competition in their back four and Mendy is certainly on Mackay's wanted list.
