I think you've missed the question. It's not, which one is value for money. It's which is more value for money than the other.

It's true that he's "probably" still an investment at £8m

On inces true market value it's worth remembering that out of 22 prem clubs we are the only ones to apparently be willing to match blackpools asking price. That leaves 21 out of 22 clubs who probably think ince is not value for money at 8 mil.
The prem club who should know ince and his value best is liverpool, having come through their ranks, so should have a better than most idea on the players ability, temperament, attitude etc.
As reports suggest liverpool have a 35% sell on clause inserted in his contract they could feasibly match blackpools asking price and still pay only approximately 5.8 mil. Has they seem to not want to take up this offer i fail to see how anyone could possibly value ince above the 5.8 mil mark.

You're being a little myopic here. Although you're right in that Liverpool could more or less match our bid for £5.8m we're not on the same level. Perhaps they could use that money towards buying a more established player in the same position? It would then make sense for them to stay out of the bidding. There are many factors that individual clubs would consider before making a bid for a player.
In my opinion £8m is a bit high but there is still plenty of room for future profit. If he signs and has a half decent season he'll be worth £12m+
