Why hasn't every billboard in the capitaol been graffiteed up with blue messages?

i dont think many teens would waste their spray cans in a losing battle. shame though i wouldnt mind a few pro blue messages around town

No, when I was younger we used to do a lot of graffiti. However, the police took a hard stance and one of my friends went to prison for a year for getting caught. People dont tend to do it much anymore because of that.
I feel graffiti brings some character to the city (in the right & appropriate places) I love walking around Bristol and seeing the art all around the place. I guess its also a culture thing.
EDIT:I did go a bit off topic here I was talking about general graffiti but the same law applies with the police etc.

I got arrested for it back in the late 80's but got let off with a slap on the wrist as I was only 14

Swansesalad96 had a go at it once but got knocked off the side of the train when it went through a tunnel. His tag was 'heeeeeeellllpppppppp"
