Tan wanted Blue shorts all along but thought he could get some publicity and more fans onside by making them think they picked it??? 
If he just gave us blue shorts just like that he would stand to have far less of an impact and publicity. Now he could say look im not all bad and I have given you something.

Considering there is no blue choice its obviously not the case...
