If you let one off in St Davids centre, what punishment if any would be appropriate ?

Straightforward Public Order offence.
Punishment - depends whether person has a criminal record and whether anyone was injured as a result of the act. A community order would seem appropriate
Being sports related means a ban added to the above.

Better than our green ones. They've really become common this season at British matches. I remember we had one at Palace last season in the Carling Cup but recently there's been hardly an away game without one with City.
Personally, I don't mind them apart from when they're thrown like at Peterborough.

There were at least 3 thrown onto the pitch at Wigan today and, after the match, I saw another 5 or 6 with people running with them on the pitch.

I love how popular they've become, home and away in Britain. Looks great, adds to the atmosphere and its being proved they are safe.
As long as they aren't thrown onto the pitch during play though

They're not safe those with asthma or COPD or respiratory problems and the smoke inhalation can cause attacks.

It's not actual smoke though, it's just coloured harmless gas essentially.
