NHL style draft in football

Would this work ?
Could be good for all the British youngsters who are Struggling to get in the big teams and are sat on there asses every Saturday,
Would improve the standard of lower leagues aswell whilst also enabling them to make some money afterwards if they get lucky and pick up a star ?
Maybe the fa could build colleges to educate them and use a youth system which teams watch and bid on the players they want ?
