The Welsh club will return to the English top flight for the first time in 51 years after they drew 0-0 at home to Charlton Athletic last week to guarantee promotion from England's second tier.
After promotion was confirmed, Tan said the club would spend up to £25 million ($38.2 million) on new talent but said Tuesday that Cardiff would not be looking for superstars.
"We can't afford superstar players for the time being," he said.
Tan has various interests in financial services, hotels, property and gaming. Forbes magazine estimates his net worth at $1.3 billion.
Cardiff fans were outraged last year when the blue home jerseys that earned the club the nickname the "Bluebirds" were changed to red, with Tan saying red was "luckier".
Tan is ethnic Chinese, among whom red is traditionally viewed as bringing good fortune.

So you were prepared to risk the club's whole existence on a hunch, I thought you must have at least some proof for something as risky as that.

What risk? Do you really believe Tan would have up roots and walked after ploughing in £40 million when there was a chance of recouping that plus more.
