Yes.
They had no problem screwing over everybody in their rise to(and attempts to stay in the PL).
They owe £millions and did not care about paying it back (on several occassions).

Where did all the money go?
Non league ground with no facilities - how does it get a Safety Certificate? How much back handed payments does that cost them?
Harry "the twitcher" Redknapp and Milan Mandaric running the club, all they needed was the Riddler. Wages and brown bag payments were not a problem, and their fans did not care either.
