Yes it can dont believe the people who say it can't !
Tan would have to go in front of a panel,of 3 EFA members and successfully argue that the club as it stands is not financially viable and could collapse under the current guise . Now if he can prove to them that the only way forward is to continue his so far successful rebrand they can grant him permission to change the name under fa rules . And he will win the case !
This happened with mk dons when wanting to move towns and they won

Firstly, that is not the way it worked with mk dons and, secondly, can you produce the fa rules on the drivel you've just written?? if so, lets see it please.

Are the rules different in the PL to the FL?
Genuine Question

Premier League rules do not proscribe team name changes, although that may be addressed in the future but it is not allowed under FA regulations, which state: “A club competing in the Premier League (and other leagues) shall not be permitted to change its playing name without the prior written permission of the FA Council.”
In any event, it is understood that League chief executive Richard Scudamore would be fervently opposed to such a move by any of his member clubs.
A Premier League source said: “We just don’t believe it would be culturally acceptable in England. The value of the clubs comes from their heritage. It is highly unlikely that this could happen here.”
