A change of stand seating arrangements is not going to happen for several good reasons , all of which have been explained in depth on this messageboard and elsewhere for many months.
However , just to take your point forward logically:-
1) why does it matter what away fans can or cannot hear?
2) would not the ground only be loud at one end and therefore not heard by most of the rest of the ground?
3) why is it necessary to be near the away fans to make a noise anyway?

No the point being, if we think our atmosphere is decent at times and away fans come on here saying they could hardly hear us sing then it's a bit worrying. I'm not saying swapping ends will generate an atmosphere because they can wind away fans up, but by singing as they do will show away fans we can produce a good atmosphere.
Take this point and tell me what your opinion is:
At Ninian park, if the grange end was swapped with the family stand BUT the away section stayed where it was, would the atmosphere be as good?
How often do you see clubs generating an atmosphere that's impressive without a big section of fans near the away fans? liverpool is one, can't think of many others.
