In the UK I would say Newcastle,Liverpool,Blackpool,Edinburgh are good places to go.
If money's not an issue it has to be Vegas.
If you want on sun on a budget then Benidorm

This... Ibiza! I went few years back and stayed at San Antonio for a stag... Lots of activities to do, Beach, sun, nice restaurants, bars and proper clubs, decent ladies from all over uk gagging to be laid..or if u r ugly theres always strip clubs and a few brothels (spanish, russian, portuguese, italian) to visit. what more can u ask for a stag ey?
