UPDATED : Breaking Crowds to return / but Max of 4,000

With the new tiers being announced in England today, only 3 areas will be in tier1, so there wont be 4000 at a game anytime soon. From the brief headlines I've seen most big areas are in 3 so wont be allowed any fans for a while.

Tier 1 - can have up to 4,000 fans in the stadium or 50% of the stadium capacity, whichever is smaller

We don't have tiers for covid yet! So will drakeford put spanner in works when he announces what hes doing?
